The Downpayment Assistance/Rehabilitation Program promotes home ownership opportunities for moderate-income families. This program is operated on a countywide basis (except Ashtabula, Conneaut and Geneva Cities). This program is designed to assist moderate-income families in making the often difficult financial transition from rental housing to home ownership. The thrust of this program will be to assist LMI households entering the home ownership market from the rental market. The Downpayment/Rehab Program provides the needed equity investment to make home ownership more affordable for moderate-income renters. The program will assist qualified buyers with downpayment and closing costs required for private mortgage financing. Additionally, the program will serve to provide rehabilitated lead free homes as a result of follow-up rehabilitation services. Follow-up rehabilitation services will be conducted to eliminate identified RRS violations and removal of identified lead based paint hazards.

One component of this program assists First Time Home Buyers with downpayment and closing costs to purchase a qualified existing single family dwelling. The assistance is determined on a case-by-case basis up to a maximum assistance of $6,000.00. The assistance is in the form of a 0% interest, non-amortizing loan with 80% of the loan forgiven over a ten-year period, at a rate of 8% deductible per year. With the remaining 20% payable when the property is sold or transferred after 10 years. The deferred loan subsidies will be secured by a second mortgage on the property.

Another component of this program is the Rehabilitation portion. The Rehabilitation portion of this grant is to bring the house up to the Residential Rehabilitation Standards (RRS). The maximum assistance for rehabilitation is $15,000.00. Please keep in mind that the money is for code, health and safety violations, not to remodel a home. The assistance for the rehabilitation is just like the downpayment and closing costs. It is in the form of a 0% interest, non-amortizing loan with 80% of the loan forgiven over a ten-year period, at a rate of 8% deductible per year. With the remaining 20% payable when the property is sold or transferred after 10 years. The deferred loan subsidies will be secured by a second mortgage on the property.
